This resource published by the US National Safety Council highlighted a variety factors to consider when examining cell phone use among drivers. It noted that there was a disconnect between drivers who agreed that texting and driving is unsafe, yet who still engaged in that activity. It also reported that many drivers believed they can drive safely while using their phone but that other drivers cannot. This review highlighted the difficulties and limitations of accurate recording of cell phone use in crashes and listed legislative advances in the US from 2009 to 2011. It also summarized the benefits of employing high-visibility enforcement to change the behaviour of drivers.
